Tis the Season for Robo Calls

My name is Bill Wolpert.  I’m running for Petaluma City Council.  This is another installment in my continuing conversation with the voters of Petaluma.

Over the past week, many of you have begun receiving robo calls, those pre-recorded political messages that are so inconvenient when they interrupt a meal or a family conversation.

The calls are often irritating.  They’re also disappointing because they’re almost always illegal.  Under Article 1, Section 2874 of the Public Utility Code, recorded messages may be used only if an “unrecorded, natural voice announcement” begins the call, asking permission to play the recorded message.

So why do so many campaigns use robo calls without following the rule?  Because they know the rule is rarely enforced.  I’d be uncomfortable voting for a candidate or a ballot measure which casually violates a law because the law isn’t enforced.  What other laws will be similarly disregarded?

But the telephone can still be a useful tool.

In the next few days, people from my campaign team will begin making calls to Petaluma voters to talk about my candidacy.  Real people calling real voters to talk about real issues.  It’s what local politics should be.
